Beginning January 1, 2020, a PBM must obtain a license from the superintendent. A license issued pursuant to this section is valid for a period of 3 years and must be renewed.

This is a fairly sufficient statute for licensure, which, in tandem with other existing PBM laws, provides a framework for regulatory oversight of PBMs.
